Defender in the appellate division of the Rhode Island Public Defender’s office where she represents indigent criminal defendants before the Rhode Island Supreme Court. She currently serves as the President of the Rhode Island Women’s Bar Association and is the long-time Financial Director of the Rhode Island Association of Criminal Defense Lawyers. Prior to joining the PD appellate division in 2014, Angela worked in the Public Defender’s trial division for seven years, representing both juvenile and adult clients in the District, Family, and Superior Courts of Rhode Island. Before she became a public defender, she clerked for one year in the Law Clerk Department of the Rhode Island Supreme Court, where she provided legal assistance to the justices of the Providence Superior Court. In addition, she has been an Adjunct Professor of Law at Roger Williams University, where she has taught a course entitled Advanced Appellate Advocacy. She earned her J.D. from Harvard Law School in 2006. She graduated in absentia on exchange in Western Massachusetts, where she attended Smith College, Hampshire College, and the University of Massachusetts Amherst. Sarah is a health and wellness enthusiast, and she enjoys spending time with her two dogs, gardening and cooking. She is constantly reading, researching, and trying new things. Sarah once participated in a sleep study, funded by NASA, to examine the effects of the Mars cycle on the human circadian rhythm. She was in a room by herself, without windows, internet, or even a clock, for 72 days. She spent her time learning Russian, playing guitar, and studying for the LSATs. In coordination with the Chief Justice of the Rhode Island Supreme Court and the State Court Administrator, Tamera develops Judiciary programs and initiatives to ensure that all court users have meaningful access to the services, programs, and proceedings of the courts irrespective of English proficiency, disability status, and/or access to counsel. Prior to serving as the Director of the Access to Justice Office, Tamera served as a staff attorney in the Rhode Island Supreme Court Office of General Counsel. Originally from Middletown, RI, Rose-Ellen attended Quinnipiac University in Hamden, Connecticut, where she earned her Bachelor of Arts in Law in Society with a minor in Women's and Gender Studies. Upon completing her undergraduate degree, Rose-Ellen moved home to attend law school at Roger Williams University. At Roger Williams, Rose-Ellen serves as the president of the Family Law Society and the Student Animal Legal Defense Fund; the vice-president of the Women's Law Society; and is on the executive board of the Mental Health Club. Additionally, Rose-Ellen is a student representative for Helix Bar Review, and will be a teaching assistant for Constitutional Law for the upcoming academic year. During the summer of 2024, between her 1L and 2L years, Rose-Ellen interned with Judge Lia Stuhlsatz in the Rhode Island Family Court. During the spring 2025 semester, Rose-Ellen was chosen to participate in RWU's judicial externship program at the Rhode Island Superior Court in Providence. During the summer of 2025, before her 3L year, Rose-Ellen interned with Rhode Island Legal Services (RILS) as a Rule 9 student attorney, where she represented defendants on the child support enforcement calendar.
